Gayaji. Bihar Legislative Assembly Speaker Dr. Prem Kumar on Saturday asserted that constitutional morality, democratic propriety and public service must remain the defining ethos of elected representatives, describing the legislators’ orientation programme in Gaya as a transformative initiative to reinforce legislative competence and institutional integrity.
Addressing the inaugural session, he said the programme sought to cultivate informed deliberation, procedural proficiency and ethical leadership among legislators. Invoking Vedic ideals of dialogue and enlightenment, he observed that India’s democratic tradition extends from the ancient Sabha and Samiti to contemporary legislatures, with governance anchored in consensus and constitutional values.
Drawing upon the Bhagavad Gita, Ramcharitmanas and the Mahabharata, Dr. Kumar urged legislators to uphold duty, probity, justice and public welfare. Recalling Dr. B.R. Ambedkar’s assertion that the Constitution’s success depends on its custodians, he also cited Dr. Rajendra Prasad, Swami Vivekananda and Mahatma Gandhi as enduring exemplars of ethical public life.
Describing Bihar as the cradle of India’s democratic consciousness, he highlighted Vaishali’s republican legacy and the State’s association with luminaries including the Buddha, Mahavira, Chanakya, Aryabhata, Guru Gobind Singh, Jayaprakash Narayan and Ramdhari Singh ‘Dinkar’.
Noting that legislatures now confront challenges ranging from artificial intelligence and digital governance to climate change, sustainable development and fiscal prudence, he underscored the imperative of continuous legislative capacity-building. The programme, he said, would impart training on parliamentary procedure, Question Hour, Zero Hour, legislative business, committee oversight and parliamentary decorum to enhance institutional efficacy and representative accountability.
