Gayaji. A two-day residential legislative orientation programme for Members of the Bihar Legislative Assembly, jointly organised by the Bihar Legislative Assembly Secretariat, the Bihar Institute of Public Administration and Rural Development (BIPARD) and PRIDE (Lok Sabha Secretariat) concluded on Sunday at BIPARD, Gaya. The programme underscored the imperative of augmenting legislators’ institutional acumen, procedural proficiency, and constitutional responsibilities to reinforce democratic governance.
The valedictory day featured three intensive technical sessions focusing on legislative procedure, parliamentary privileges, institutional innovations, and the indispensable role of legislative committees. Eminent constitutional experts, parliamentarians, and senior administrators deliberated on the evolving dimensions of parliamentary functioning and the significance of informed legislative intervention.
The proceedings commenced with a ceremonial tree plantation by the participating legislators near the Brahmayoni Hills within the BIPARD campus. The inaugural technical session witnessed insightful deliberations by former Deputy Chief Minister Tarkishore Prasad, Lok Sabha Secretariat Director Partho Goswami, and legislators Sandeep Saurabh and Umesh Kushwaha. The speakers elaborated on legislative drafting, budget formulation, fiscal oversight, Question Hour and the integration of emerging technologies into legislative practices.
The second session was addressed by Uttar Pradesh Legislative Assembly Speaker Satish Mahana, who asserted that public confidence constitutes the most invaluable asset of an elected representative. He advocated the judicious exercise of legislative privileges and stressed institutional harmony among democratic organs. Additional Director General of Police (Railways) Dr Kamal Kishore Singh and Rajya Sabha Secretariat Joint Secretary Raghav Prasad Das delivered comprehensive presentations on parliamentary privileges and constitutional safeguards governing legislative institutions.
During the concluding technical session, Member of Parliament Jagdambika Pal and other resource persons highlighted the pivotal role of parliamentary committees in ensuring fiscal accountability, meticulous scrutiny of legislation and evidence-based policymaking.
Addressing the valedictory function, Bihar Legislative Assembly Deputy Speaker Narendra Narayan Yadav described the programme as a significant initiative towards enhancing the efficiency, accountability and responsiveness of democratic institutions. On the occasion, Gaya Divisional Commissioner Safina A.N., Inspector General of Police (Magadh Range) Vikas Vaibhav, District Magistrate Shashank Shubhankar, Senior Superintendent of Police Sushil Kumar and BIPARD officials were felicitated with mementoes, ceremonial shawls and green bouquets in recognition of their contributions.
Subsequently, Bihar Legislative Assembly Speaker Dr Prem Kumar told reporters that legislators from both the Treasury and Opposition benches participated with remarkable enthusiasm and seriousness.
Dr Kumar also expressed gratitude to the Bihar Legislative Assembly Secretariat, PRIDE (Lok Sabha Secretariat), BIPARD, the Gaya district administration, subject experts and all stakeholders for ensuring the successful execution of the orientation programme. Agriculture Minister and Gaya District In-charge Minister Vijay Kumar Sinha and Member of Parliament Jagdambika Pal were also present during the press briefing.
