Patna. The Speaker of the Bihar Legislative Assembly, Dr. Prem Kumar, has expressed deep concern regarding the incidents that took place in the vicinity of the Assembly premises during the session.
He stated that while every citizen in a democracy has the right to express their views in a peaceful and democratic manner, actions such as gheraoing public representatives, engaging in rude behavior with them, vandalizing government and private vehicles and acts that undermine the dignity of MLAs are unacceptable under any circumstances.
The Speaker remarked that the Bihar Legislative Assembly is the supreme legislative forum of democracy, where representatives elected by the people gather to deliberate on the state’s development, public interest and policy matters. Any attempt to obstruct MLAs, engage in misconduct, vandalize vehicles, or coerce public representatives into working under an atmosphere of fear and pressure—thereby disrupting the proceedings of the House runs counter to democratic traditions.
Dr. Prem Kumar stated that the issues faced by students and the youth are significant, and their resolution is possible only through constitutional and democratic processes. He appealed to all student organizations and protesters to exercise restraint and maintain peace while presenting their views within the framework of the law.
He directed the concerned administrative and police officials to conduct an impartial investigation into the incident and ensure that action in accordance with the law is taken against the guilty. He also instructed them to take necessary and effective measures to uphold the security of the Bihar Legislative Assembly, the dignity of the Members and the sanctity of the premises in the future.
The Speaker also urged all political parties to extend positive cooperation in strengthening democratic values, parliamentary decorum and the tradition of dialogue. The success of democracy rests on respect for dissent, adherence to constitutional propriety, and peaceful dialogue.
Dr. Prem Kumar expressed confidence that the people of Bihar, the student community, the youth, public representatives and all political parties would play a constructive role in upholding the dignity of democratic institutions.
