Gayaji. Bihar Chief Minister Samrat Choudhary on Saturday called upon legislators to make optimum use of Question Hour and Zero Hour in the Assembly, asserting that meaningful participation in legislative proceedings is indispensable for strengthening democratic governance and ensuring effective redressal of public grievances.
Speaking at the inaugural session of the two-day Legislators’ Orientation Programme organised at the Bihar Institute of Public Administration and Rural Development (BIPARD) in Gaya, Mr. Choudhary said the Legislative Assembly is the highest democratic forum for articulating the concerns of the people and holding the executive accountable.
He observed that well-framed and substantive questions raised during Question Hour enable the government to obtain an accurate assessment of grassroots issues, while discussions during Zero Hour provide legislators with an important opportunity to draw immediate attention to matters of urgent public importance.
The Chief Minister stressed that legislators must enter the House with thorough preparation and a sound understanding of parliamentary practices. He urged members to study Bills, Cut Motions, legislative procedures and the Rules of Business in order to discharge their constitutional responsibilities effectively.
Underscoring the representative character of the legislature, Mr. Choudhary said,the true measure of a public representative,lies in the ability to translate public aspirations into meaningful legislative interventions.
Referring to Assembly Speaker Dr. Prem Kumar and Deputy Chief Minister Vijendra Prasad Yadav, the Chief Minister said their extensive legislative experience serves as a valuable guide for first-time legislators.
Concluding his address, Mr. Chaudhary appealed to all elected representatives to uphold the highest standards of public service through continuous learning, informed debate and active engagement in the legislative process.
